The Bilingual International Board of Directors is a team of individuals who support the mission and focus of the organization while contributing unique talents and considerable experience. They act as advisory council, ensure legal and ethical integrity, provide financial oversight, assist in fundraising events, and enhance Bilingual International’s public standing while monitoring and strengthening existing programs through frequent communication with the Executive Director. Each member brings unique talents and experience to our organization.
GINNY BURNS brings a wealth of knowledge from the private sector. Mrs. Burns holds a Master’s Degree in Communications with an emphasis in training and development from Lindenwood University. She received her undergraduate degree from Lindenwood in Advertising and Marketing. A student loan executive with Commerce Bank for many years, she is currently the Assistant Director at MOHELA. Ginny serves on multiple non-profit boards, including the Missouri Association of Financial Aid Personnel (MASFAP) where she serves as Corporate Support Chair and Women In Leadership Alumni Association (WILAA), where she holds an officer title as Secretary. Ginny is also a graduate of the Coro-Women in Leadership program class 54.
DIANE (DEE) MAGEE has a varied career background of corporate operations management, education, and social work. With graduate degrees in both social work and gerontology, she is devoted to working with older adults in case management in her own business, Affordable Alternatives in Aging. She will be able to bring knowledge of social work program evaluation and small business management to the board.
RAELYNN PARKS is a recently retired school district superintendent. She has 38 years of experience in public education serving as a teacher, principal, and superintendent. She received her Doctor of Education degree from Saint Louis University in Executive Educational Leadership in 1997. She has led many successful grant writing campaigns resulting in revenue used to improve educational opportunities for minority and underserved populations. She has traveled internationally through Fulbright and other fellowship programs to promote global education and cultural competence.
SCOTT WRIGHT is one of the newest members of our board, having joined in April 2015. He has a Bachelor of Science degree in Psychology and a Bachelor of Arts in Business Administration with a concentration in Management, both from Truman State University. He participated in an international Human Resources internship with Enterprise Holdings Inc., and is currently employed with them as a Talent Acquisition Coordinator. Scott brings a unique business-oriented perspective to our organization, especially with regards to human resources and talent acquisition, and has made significant contributions to building our Business Development Internship program.
SHAWN BODDEN returned to the St. Louis area in June 2014 after completing a Fulbright English-Teaching Grant abroad. He currently volunteers with the international communities of St. Louis as a citizenship tutor with BIAS and is a fellow of the Regional Arts Commission’s Community Arts Training Institute. Shawn brings to BIAS a passion for ESL instruction and community development. He values BIAS’ support of many of St. Louis’ under-served communities.
LUIS E. LA TORRE is an International and Immigration Law attorney, who provides legal services on international business matters to pharmaceutical companies, and on immigration proceedings to individuals and companies. He has served as Regional Counsel, International, for Mallinckrodt Pharmaceuticals, and prior to that as Senior Counsel for Bristol-Myers Squibb Company. At both companies, he acted in roles of increasing responsibility supporting their international activities focusing in Latin America. He was also an Associate Attorney at Montiel-Davis & Fonte, P.A., a boutique immigration law firm in Miami. He obtained his JD at the Pontificia Universidad Católica del Peru in Lima, Peru, and holds an LL.M. in Comparative Law from the University of Miami School of Law. He is admitted to practice in New York and in Lima, Peru, and holds a Temporary License in Missouri.
DAVID DONOVAN is a consultant in international development, serving international NGOs primarily in the field of water, sanitation & hygiene. Dave comes to BIAS after managing international NGO country programs and multidisciplinary social development projects for 15 years, 2 years of Peace Corps service, and 10 years private sector experience in geotechnical and environmental engineering in the USA and abroad. Dave holds a BS degree in Geological Engineering from Missouri S&T University. As a native St. Louisan, Dave is eager to assist BIAS in its work of enriching our community by facilitating diversity.
AMANDA ZOLLER SPAETTI joined the board in October 2015. Amanda is currently an attorney with the Social Security Administration. She has a particular interest in disability law and values the working BIAS has done with the immigrant and first generation population of St. Louis in attaining legal benefits. She has a BA in Political Science from Providence College and a JD from New England School of Law. She also completed a year as an AmeriCorps Vista Volunteer working with the senior population of the St. Louis Area. Amanda participated in the Jesuit Volunteer Corps in San Jose, California, where she worked in legal services, assisting individuals, including a large immigration population, in attaining benefits.
