Health Insurance Referral

Affordable Care Act Referral
Open Enrollment Starts Nov. 1, 2018

Although Bilingual International Assistant Services is not funded to provide enrollment assistance or counseling for the Affordable Care Act in 2018-19, we remain a CAC agency and our knowledgeable Navigators are prepared to provide warm referrals to other entities in the St. Louis area.  Call us and let us guide you to local agencies that can assist.

Get Assistance

At Bilingual International Assistant Services, our multilingual licensed Navigators can assist clients in both English and their native language to find health insurance assistance in Missouri. 


Special Enrollment Period (SEP):

You may be able to enroll in the Marketplace plans after the Open Enrollment Period during the Special Enrollment Period if you meet certain conditions.

You have 60 days to enroll before or after a life-changing event, which may include:

  • Marriage, birth, adopting or placing a child for adoption
  • Placement in foster care
  • A permanent move or relocation to a new area
  • Gaining new legal status as a “citizen, national, or lawfully present individual”
  • Job loss, reduction of work hours, or quitting a job, which ends their eligibility for their employer-sponsored insurance (ESI)
  • Loss of health insurance coverage
  • Death, divorce or legal separation from a family member that ends access to coverage
  • Turning 26 AND no longer an “eligible dependent” under parents plan
  • Graduation, or expiration of a student health plan
  • Release from incarceration
  • Having a change in income, household status, or other personal circumstances that ends their eligibility for a “hardship exemption” that they had received earlier. Such hardship circumstances can be financial or personal, including:
    • becoming homeless; being evicted, or facing eviction or foreclosure; filing for bankruptcy in the last 6 months
    • having substantial damage to your property due to fire, flood, or other natural or human-caused disaster
    • having medical expenses in the last 24 months that resulted in substantial debt
    • increased expenses due to caring for an ill, disabled, or aging family member
    • domestic violence
